The oil residue (fruits) discharged during the refining of vegetable oils is a high-viscosity paste that contains a large amount of fatty acid salts and water, and due to its poor handling properties, it is often treated as waste. While it is sometimes used as fuel, there are challenges related to processing costs. On the other hand, wastewater containing organic acid salts, such as soap wastewater generated during the washing process of crude fatty acid ester fractions in fatty acid ester production, is produced, and methods for effective utilization are desired. The present invention provides a device and method for obtaining hydroxides of alkali metals/alkaline earth metals (such as NaOH), hydrocarbons, and hydrogen by electrolyzing wastewater containing organic acid salts using a Kolbe electrolysis treatment. The obtained hydroxides can be reused in the manufacturing process, and the hydrocarbons can be utilized as fuel, etc. This invention is expected to contribute to the recycling of waste and the establishment of a circular system.
